Draft Annual Plan opens for feedback Saturday

Public consultation on the Clutha District Council’s draft Annual Plan for 2026-27 will open on Saturday (28 March 2026).

During an Extraordinary Council meeting held today (Thursday, 26 March 2026), Council approved the Annual Plan Consultation Document for public feedback.

The proposal includes a draft proposed average rates increase of 20.58% across the entire district.

This projected increase is slightly above the figure mentioned in the Long Term Plan (LTP) 2024-34, where the Council committed to a self-imposed limit of no more than 20% per annum during the plan's first three years.

Clutha District Mayor Jock Martin acknowledged the complexities faced over the past two years, noting that the current year's plan presented similar challenges.

“We are addressing the facts of our situation; borrowing further to lessen the rate impact is not a viable option.”

Mayor Martin emphasises it is important to note that the 20.58% figure is indicative and subject to change based on the decisions made while finalising the Annual Plan.

“We had previously signalled an 18.92% increase for the 2026-27 financial year in the LTP, reflecting our decision to distribute a 45% rate increase over three years, so this increase should not come as a complete surprise.”

“Rising costs and the need to future-proof our infrastructure present significant challenges. Alongside my fellow councillors, it is crucial that we proceed in a focused and practical manner, always keeping every ratepayer in mind. Our community’s feedback through submissions is vital to this process.”

Consultation ends on April 28, and Council will review submissions and make decisions regarding the Annual Plan on 19 and May 21. These decisions will ultimately influence the final average rates increase for the District, Mayor Martin says.

Key topics for consultation this year include:

• Proposed closure of Milton Centennial Pool for 2026/27 season
• Integrated Tapanui Library & West Otago Community Centre
• Voluntary Targeted Rates Scheme
• Rural Water Scheme funding changes:

- Availability Charging

- Assistance Capping

• Urban water rating maps

Fees and Charges:

Council is also consulting on proposed fees and charges for its various services and activities, such as building consents, licensing fees and refuse site charges for the 2026-27 year.
