Councillors say yes to Head Start proposal
The Clutha District Council will move ahead with preparing a Head Start proposal for a possible unitary council with Central Otago and Queenstown Lakes district councils.
At an extraordinary meeting of council on 30 July 2026, councillors received a late report on Simplifying Local Government after learning a potential Head Start proposal was on the table.
It came after the Central Otago District Council earlier in the week resolved to prepare a proposal that includes CDC and QLDC.
Clutha District Mayor Jason (Jock) Martin says the proposal presents a pivotal opportunity for the community to shape its future and for mayors to fulfil their elected roles and lead effectively.
“It is essential that we approach this initiative with thoughtful deliberation, ensuring our commitment to amplifying our residents' voices throughout the process,” Mayor Martin says.
While positive about the possibilities the Head Start proposal offers, Mayor Martin says councillors much remain vigilant in establishing a robust framework that includes a dependable off-ramp should challenges arise and circumstances change.
“There will be critical discussions to have and any decisions made need to be reflective of the diverse perspectives that make our communities and rural region unique. Our goal is to build a resilient governance model that prioritises the needs of our region's residents while proactively preparing for any uncertainties that may lie ahead.
“Together, if we do not explore every opportunity, we are not fulfilling our responsibilities to those who elected us. We have the chance to create a brighter future for our community and generations to come, and it is our duty to lead in this endeavour.”
Councillors voted unanimously for the Head Start and authorised Mayor Martin to sign the proposal on behalf of the Clutha District Council for submission by the prescribed deadline of 9 August 2026.
