Council operates the only landfill for the district at Mt Cooee on the outskirts of Balclutha, while transfer stations/skip services are collected on a weekly basis in Clinton, Clydevale, Lawrence, Milton, Maclennan, Owaka, Papatowai, Tapanui and Taieri Mouth.
We provide a fortnightly collection of rubbish and recycling via a kerbside wheelie bin service to most urban areas and to individual households along service routes. The collection alternates, which means that you will put out your existing green wheelie bin for household waste one week and your yellow-lidded recycling wheelie bin the next. You put out one wheelie bin each week. More information about this is available below.
The Mt Cooee landfill, and Lawrence, Milton and Tapanui Transfer Stations also have free drop-off facilities for recyclable materials, and Council provides waste minimisation education to schools throughout the district.

Only items placed inside your wheelie bin with the lid closed will be picked up.
You can write your address on the bins with a permanent marker to help identify which are yours.

When will my yellow-lidded wheelie be delivered?Your wheelie bin will be delivered to all existing Council wheelie bin customers in February. You can start putting your recycling in the bin straightaway. But wait until your normal collection day in the week of 9 April before putting it out for collection.
What if I my new yellow-lidded wheelie bin hasn’t arrived? Don’t worry if you don’t receive your new bin straightaway, the bins will be dropped off progressively throughout the month of February. If you haven’t received your yellow bin by 5 March, please call Council on 0800 801 350.
When does kerbside recycling start?Yellow wheelie bins will be collected each fortnight on your normal collection day, starting the week of 9 April.
When can I put my yellow wheelie bin out for recycling?Your yellow wheelie bin goes out each fortnight on your normal collection day, starting the week of 9 April. Your bin needs to be out by 7:00 am on collection day.
What happens if my collection day falls on a public holiday?Wheelie bins are collected on all days, including Good Friday, Easter Monday and Christmas Day.
What happens if bad weather closes the roads?If we can’t collect your wheelie bin on your usual collection day due to bad weather, we will collect it on the next available day. Notification will be issued beforehand to confirm what day.

Why can’t I put glass into the recycling bin?Glass is excluded from the new kerbside recycling service because the costs involved in sorting this material are too great. To be fully recycled without any loss of purity, glass must be colour sorted first. Sorting glass into different colours is not possible with the single bin kerbside recycling collection that Council is currently offering because the glass could break and splinter. In order for glass to be collected at the kerbside it would have to be a separate collection, where the glass is sorted at the kerbside into different containers. This would require a different, specially made collection vehicle and would obviously incur far greater costs. Glass can still be dropped off for free at recycling drop off points at Mt Cooee Landfill and the Lawrence, Milton and Tapanui Transfer Stations. It can also still be disposed of in your existing green lidded wheelie bin for waste.
Can I put plastic bags in my recycling wheelie bin? Unfortunately not. Due to the process at the sorting plant in Dunedin, plastic bags currently cannot be recycled through the kerbside collection. The first part of the sorting process is done by machine and the plastic bags are so light that the machinery recognises the plastic as paper and the plastic then contaminates the paper. Until the process is updated, plastic bags will need to be kept out of your recycling bin.
What happens to my green wheelie bin?Your green wheelie bin will continue to be used for general waste only. Any recyclable material should go in your yellow wheelie bin. Starting from the week of 2 April, green wheelie bins will be collected fortnightly.
How do you know which yellow wheelie bin is mine?Your recycling bin will have an address label affixed to the lid.
How much does the yellow wheelie bin cost?Your yellow wheelie bin is included in the cost of recycling and rubbish collection.
Why do we need a new scheme?The three main drivers for the scheme are community requests for kerbside recycling, a national levy for waste disposed at landfill which came into force on 1 July 2009 and the cost of purchasing carbon units for methane emissions from Mt Cooee landfill from 1 January 2013. By reducing the amount of waste going to landfill, we reduce the amount of waste levies and emissions charges we have to pay and contribute to meeting our environmental responsibilities.
The old system suited me fine – why do I have to change?We need a scheme that encourages everyone to recycle at their kerbside. You will save time and money as you no longer have to drive your recycling to a transfer station.
The bin is too big and heavy – can I get a smaller bin?You don’t have to fill your bin up.
I already have too much household waste to fit in my current green wheelie bin. What can I do?Try and reduce, re-use and recycle if your green bin is getting too full. Reduce the amount of waste by composting garden waste and food scraps, recycling plastics, cans and paper in the yellow recycling bin or by donating unwanted items.
Will the new kerbside recycling service cost me anything extra?No, the kerbside recycling service is included in the existing rubbish collection service paid through rates. The ‘Recycling Collection’ charge on your rates bill will not be levied separately next financial year (i.e. from 1 July 2012).
Who is managing our waste?From 2 April 2012, Delta Utility Services Ltd will operate kerbside recycling and rubbish collection, transfer stations and the Mount Cooee landfill. Delta already operate Dunedin’s Green Island landfill which has Enviro-Mark Gold certification.
Where will our recycling go?Our waste services provider, Delta, takes the material to Dunedin for sorting from where it is sent to a variety of places in New Zealand and overseas for processing.
Can you give us an assurance that the items we send for recycling will be recycled?Yes, we can. We use accredited, ethically responsible recyclers.
What happens if we put the wrong things in the bin – will everything be left behind or just the items that don’t comply?The success of the service relies on everyone putting the right items in the right bins. If there is only a small number of contaminated or incorrect items in your bin, the rest of your recycling will be collected. However, Council has asked Delta to be stringent about what it accepts, so that good recycling habits form quickly. Any nonconforming bins will be stickered to indicate the reason why.

Mt Cooee is the only landfill in the district. It is located on the Kaitangata Highway, a few minutes drive from Balclutha. Its operating hours are:
The landfill will be closed on Christmas Day, Boxing Day, New Year's Day, January 2, Good Friday, Anzac Day morning (reopens at 1pm).
Transfer Station/Skip Service Hours Council operates the following Transfer Stations/Skip Sites, which are collected on a weekly basis The Transfer Station/Skip Sites will be closed on Christmas Day, Boxing Day, New Year's Day, 2 January 2011. A 'Jack Trash', pay as you go (coin operated) skip service also operates in the Papatowai Township. It takes only small deposits of waste (i.e. one or two supermarket bags).

It is now easier for Clutha residents to be environmentally friendly, thanks to the establishment of free recycling drop-off facilities at Mt Cooee landfill, near Balclutha, as well as the Lawrence, Milton and Tapanui skip service sites (see addresses above). The facilities are free of charge and are available during normal landfill hours. The following items can be dropped off for recycling:
