LIMs and PIMs

Building Consent fees to rise from 1 July 2009

To minimise the impact of Building Consent and Resource Consent services on rates, the ‘user pays’ portion of the total cost of providing these services is to be increased from 1 July 2009, leading to a 20-25% increase in building consent and resource consent fees. However, even with these increases, the level of fees and services still compare well with other councils.


Land Information Memorandum [LIM]

A Land Information Memorandum (LIM) is a document issued by Council and contains information relating to a specified parcel of land. Anyone may apply for a LIM, which gives information on any land within the Clutha district, including (among other information) any Building Consents or other authorisations applying to buildings on the land.

What information do I get?

  • Rates and water charges.
  • Building Permits and Consents.
  • Planning information, e.g. Resource Consents, planning zones, and relevant rules.
  • Any special characteristics of the land or buildings.
  • Any requisitions issued by the Council.
  • Drainage information relating to sewer and / or storm water.
  • Rural or urban water reticulation information and plans.
  • Compliance Schedules, Building Warrant of Fitness.
  • Registrations – Licences.
  • Any specific roading information.
  • Any other matter or Council record which may be relevant to the land use.

What information do I need to give to the Council?

  • Street address.
  • Legal description, e.g. Lot and DP.
  • Current owner.
  • Service address and / or fax number.
  • Current land use.

How long does it take?

  • Urgent 1 – 2 days.
  • Normal up to 10 working days.

Project Information Memorandum [PIM]

The PIM provides an applicant with information relevant to the proposed building work, other than the normal requirements under the Building Act 1991. This information enables the applicant to assess the feasibility of his/her project before proceeding with a Building Consent application. It is to assist you in providing the information required to obtain a Building Consent.

Please Note: No building work is to be commenced until your building consent has been issued.

What You Need To Provide

  • A completed PIM application form. Click here to obtain one.
  • Site plan scale is 1:200, with a north point shown.
  • Site (legal) boundaries are to be clearly defined on the plan with dimensions.
  • The drawing shall be a plan view accurately locating and dimensioning the new building works relative to the boundaries.
  • Bulk and location drawing
  • Show building outline and the layout of the rooms.
  • Show the elevations of the main exterior walls with heights above ground level.
  • Show setback distances from the boundaries and other buildings.
  • Show floor areas (in m2) of all existing and proposed buildings. Separate areas are to be given for detached buildings and any top floors.
  • Show the area of the site on the plan.

The PIM may identify that you will need to obtain other authorisations, e.g:

  • If your proposed building does not comply with the District Plan then a Resource Consent will have to be obtained.
  • If you intend to building in a flood prone area, you will require a report from the Otago Regional Council
