The Council is a consolutee within the Gambling Act's licensing process. Applicants must satisfy the Council that they meet the criteria set within the Council's Gambling Policy. This policy was last reviewed in 2007 in accordance with the periodic review provisions of the Act.

Application forms are available which can either be downloaded as pdf documents or as Word versions which may then be transmitted electronically to the Council.

Applications require to be accompanied with a fee which is reviewed annually.

One of the essential elements of the Council's policy is a rigorous Harm Minimisation Policy which all applicants must be able to show is capable of being properly implemented.
