CIVIL DEFENCE - REST HOME CHECKLIST

 
4.bmp (3190 bytes) Does the hospital / home have an emergency plan?
Does it include:
[   ] Is this emergency plan distributed widely, and kept updated?
[   ] Are employee awareness and training programmes conducted regularly?
[   ] Is there a recall procedure for off duty personnel, if warning of an emergency is received or an emergencyhas occurred?
[   ] Has a vulnerability analysis of all buildings and structures on the hospital / home grounds been conducted?
[   ] Have hazardous structures been strengthened, or otherwise rendered safe?
[   ] Have inventories been made of hazardous chemicals and substances used in the hospital / home?
[   ] Is someone appointed to check and secure these hazardous chemicals and substances?
[   ] Is the area where these are stored adequately identified and labelled?
[   ] Have internal contents, such as supply shelves, essential medical equipment, filing cabinets, and office fixtures been fastened, braced or anchored?
[   ] Have patient care areas most vulnerable to power failure been identified?
[   ] Is back-up power (generator / battery) available, adequate, and tested regularly?
[   ] Is there an alternative means of communication within the hospital / home, if the telephone system fails in an emergency?
[   ] Has an inventory of critical supplies and equipment been developed and maintained?
[   ] Has a basic quantity of essential medical supplies been stored in a secure area for immediate use following an emergency?
[   ] Are expiry dated items kept in storage, cycled?
[   ] Is there an arrangement for quickly procuring essential supplies from normal suppliers?
[   ] Is there an arrangement for procuring essential supplies from alternative sources, if normal suppliers are unable to provide?
[   ] Have the minimum water requirements for the hospital / home been established?
[   ] Is there adequate provision for storage or alternate supply of the first 48 hours demand?
[   ] Have steps been taken to protect any computer facility, its equipment and data ?
[   ] Have all staff been encouraged to have a ’family emergency plan’, which includes provision for them to report to the hospital / home for duty, without the need for worry about continuing care of family members?
[   ] Has a central control point and reporting centre been determined?
[   ] Do all staff know where the control point and reporting centre are?
[   ] Have people been assigned responsibility for elements of the emergency response?
[   ] Have staff assigned responsibilities received adequate training?
[   ] Are there plans for conducting an initial damage assessment, and identification of hazards and priority requirements?
[   ]  Is there a system of priorities for the rapid and orderly evacuation of different categories of patients, where necessary?
[   ] Are evacuation routes established, clearly marked, and always kept free of obstructions?
[   ] Is there a procedure for keeping track of patients during and after an evacuation?
[   ] Have possible evacuation sites and temporary holding and treatment facilities been designated?
[   ] Are provisions made for the removal and security of patient records in an evacuation?
[   ] Has someone been made responsible for the provision of information to the media about new locations, visiting arrangements, and projected return to normal functioning?
[   ] Are there arrangements for the assessment of damage to the hospital / home facilities, and determination of safety to reoccupy the premises?
[   ] Are there long term plans for the restoration of premises, and normal services, after an emergency?

  After an Emergency

  • Keep calm
  • Remember your personal safety
  • Think before you act
  • Turn on and listen to the radio - nearest local operating station
  • Check on your family - reassure and calm them
  • Check on your neighbours Stay inside if possible - DO NOT go sightseeing!
  • Render First Aid
  • Extinguish fires
  • Turn Off all gas, electricity and water mains
  • Check and secure pets
  • Secure chemicals
  • Gather the items for your survival and getaway kits
  • Wear sensible clothing for the conditions (especially footwear) if going out
  • Avoid using the telephone, unless essential
  • Contact Civil Defence for assistance, if needed - check for the nearest operating Emergency Centre
