Summary of Submissions on Proposed
District Plan Changes
Energy and
Biodiversity
Clause 7 of First Schedule,
Resource Management Act 1991
The Clutha District Council on 12
November 2011 notified Proposed Plan Changes 23-25 (Energy) and 26-27
(Biodiversity) to the Clutha District Plan. Twelve submissions were received on
proposed Plan Changes 23-25, and eleven submissions were received on Proposed
Plan Changes 26-27.
The Council has prepared
summaries of the decisions requested in those submissions. The summaries may be
inspected at the Clutha District Council Offices, 1 Rosebank Terrace or on
Council’s website by
clicking here. Please contact Murray Brass (Phone 03 419 0200) if you
have any questions about the summaries.
Under Clause 8 of the First Schedule of the
Resource Management Act, certain persons may make a further submission, but only
in support of, or opposition to, those original submissions received. That
clause identifies the persons who may make a further submission as:
(a) Any person
representing a relevant aspect of the public interest; or
(b) Any person that has an
interest in the proposed plan change greater than the interest that the general
public has.
Further submissions must be in
Form 6 and state whether you support or oppose an original submission (or part
thereof), and whether or not you wish to be heard on your further submission.
You must serve a copy of your further submission on the original submitter
within five working days of making the further submission to the Clutha District
Council.

Clutha District
Council Representation Review
Council is required
to review its representation arrangements in preparation for the local
government elections to be held in 2013.
Council is currently
made up of the Mayor and 14 councillors. The Mayor is elected by the whole
district, whilst councillors are elected within eight wards. There are also
community boards for Lawrence-Tuapeka and West Otago.
Some decisions on
Council’s representation arrangements have already had to be made, including the
decision to retain First Past the Post as the voting system, and the decision
not to establish a Maori Ward. However, Council still needs to make decisions
on:

How many
councillors there should be on Council.

Whether Councillors
should be elected by ward or by the whole district.

If councillors are
elected by ward, how many wards there should be, and what their boundaries and
names should be.

Whether there
should be community boards in the district.
-
If there are
community boards, how many there should be, what their boundaries and names
should be, and how many members there should be on each board.
A discussion document
covering these issues will be distributed to Clutha District residents via the
Clutha Leader on Thursday 26 January. The discussion document is also available
on the Council website by
clicking here,
at Council Service Centres, or on request by calling Council on 0800 801 350
during office hours.
Feedback on the
discussion document is due by Friday 24 February 2012.
