ANNUAL PLANS

Council produces an Annual Plan for the two years between each Long Term Council Community Plan. Annual Plans are less detailed than Long Term Plans, confirming arrangements for raising revenue for the coming year. Annual Plans also contain variations to the Long Term Plan, should changes take place in the short term.

 Council adopts Annual Plan 2008/09

 The Clutha District Council yesterday (Thursday 19 June) adopted its Annual Plan 2008/09, confirming several changes and contributions to community projects.

 The adopted plan contains several changes to the draft Annual Plan which Council consulted the community on earlier this year. Council received a total of 45 submissions to the draft plan, and after considering those submissions has made the following changes:

  • Funding of up to $85,000 for the Clutha Recreation Centre Inc. to undertake a detailed investigation and planning for a recreation centre in Balclutha. This funding will be raised by way a loan.
 
  • After considering several submissions which opposed the planned introduction of fluoride into the Kaitangata, Milton and Tapanui water supplies, the wording of the Annual Plan has been changed to read that Council is now “considering” rather than “planning” for the fluoridation of these water supplies. Further consultation with Public Health South on this issue will be undertaken before a final decision is made.
 
  • Council has increased its wages grant to the South Otago Historical Society for the Museum Curator by an additional $8,000 for one year. The total contribution for next year is now $29,100.
 
  • An additional $5,000 to the Clean Air Warm Homes Project, bringing Council’s total contribution for the 2008/09 year to $15,000.
 
  • A maximum of $1,000 towards timber, paint and materials for Waihola Looking Forward to erect a fence near the new jetty at Lake Waihola.

The changes mean the overall rates rise for 2008/09 has been pushed up slightly from the 5.13% in the draft Annual Plan to 5.26%.

Chief Executive Charles Hakkaart said Council decided not to include recycling in this year’s Annual Plan.

“However, Council will be working hard over the 12 months looking at various possible recycling and waste minimisation options and this will be a key issue driving the Long Term Plan 2009-19,” Mr Hakkaart said.
